Abstract
This chapter considers the place of gender as a key organising principle for change, while remaining a much underutilised lens for analysis of security sector reform. It critiquesthe downplaying of gender by the Independent Commission on Policing in Northern Ireland and considers why mainstreaming gender continues to be so problematic in policing reform endeavours across the globe.
